- BOLI defines this area by Metro's urban growth boundary and doesn't publish a city list. Its minimum wage page links to Metro's UGB address lookup (https://www.oregonmetro.gov/library/urban-growth-boundary/lookup) and its poster to bit.ly/metroboundary. The 24 cities are Metro's own list on 'Cities and counties in the Metro service boundary' (https://www.oregonmetro.gov/cities-and-counties-metro-service-boundary).
- Unincorporated land in Clackamas, Multnomah and Washington counties can be on either side of the boundary; check the address with Metro's lookup. Cities in those counties outside Metro's boundary (for example Canby, Sandy, Estacada, Molalla, North Plains and Banks) get the standard rate.
