The 2027 and 2028 rates come from 2026 Acts of Assembly chapters 357 and 358; DOLI's home page also says the rate rises to $13.75 on January 1, 2027.
Tipped employees: Virginia lets the employer count tips toward the minimum wage but sets no cash wage floor of its own (Code 40.1-28.9 B), so tipped_cash is null. Under federal law, FLSA-covered employers must pay at least $2.13 cash.
Employees in an approved on-the-job training program of up to 90 days may be paid the greater of the federal minimum wage or 75% of the Virginia minimum wage (Code 40.1-28.10 A).
